Look for green colored 30 amp switch/ rated 25 amps
Turning off one hot wire to 208-240V single phase water heater will work. Internal thermostat wiring inside water heater also turns off one hot wire.

Turn off both Hot wires.
Not necessary, since turning off 1 hot wire works fine.
Always use wiring diagram that comes with device.

Advantage of double pole: A double-pole switch acts as a 'safety switch' to ensure power is completely off when working on water heater.
Safety switch or power cut off is required for HVAC, or tankless electric heater when breaker box is not within sight. Commercial water heater installations usually require safety switch.

Water heater can be controlled by 15 amp switch using a contactor

All single-phase residential wiring requires 2 wires.
For 120 volt, there is one Hot and one Neutral. Circuit is controlled  by turning off the Hot wire.
For 240 volt, it takes 2 Hot wires, each wire is 120 volt, but both 120 volt wires are out of phase from each other. Circuit is controlled  by turning off one of the two Hot wires. Or by turning off both Hot wires.
This particular installation turns off 1 Hot wire.

Use contactor with 240 volt coil.

240 volt has 2 hot legs. Pull 120 volt off one leg, and install fuseholder with 10-15 amp fuse before connecting to either terminal on single-pole switch.
Attach wire to other terminal on switch and run wire to terminal on side of contactor coil.
Pull 120 volt off other leg of 240 volt and connect wire to other terminal on side of contactor coil. This side of coil is always Hot.
When switch is turned ON, the other side of coil receives power.
When both sides of coil are Hot, the contactor turns ON circuit to Load (pump, water heater, etc)

Must add busman fuseholder with 15 amp fuse. This will protect line and switches from over-amp and fire.

Control 240 volt with pilot switch or 15 amp timer, zwave, wifi
There are numerous pilot switches and indicator light switches on the market, plus lighted switches.
Lighted switches are ON whenever there is power.
Pilot switches are normally ON only when the Load is ON.
As a result, the Pilot switch is wired differently than ordinary on-off switch. The ordinary switch does not require Neutral wire, while the Pilot switch requires a Neutral wire so the small indicator light will turn ON when switch is turned ON.
