Copper ground wire.
Every device, load, metal enclosure etc must be grounded. Ground wire must be continuous throughout installation, never switched on-off, never used as a Neutral wire.
Generally ... use same size as other wire in circuit

Non metallic flexible cables must carry ground wire, but do not have hazard of short circuit causing injury from shock.

Armored steel cable can be used as a grounded connection, and will protect wires from damage. Metal can be energized from an insulation failure.

All conduit ...metal, plastic ... flexible and rigid ... must be attached to structure, and attached to enclosures, boxes.
Movement, damage and deterioration are major cause of electrical failure.

Always best to disconnect power, but insulation failure, lack of proper grounding, grounded neutral, lack of GFCI, out-of-code wiring, generator operating without transfer switch, and other problems still pose a risk to anyone working on electric power ... even when breaker is off.

This plan draws hot and neutral from a small transformer
Use regular 15 amp 3-way wall switch from hardware.

Transformer rated 23 watts. Contactor consumes 27 watt for brief moment during inrush (start-up) and 7 watts during operation. Can't find power consumption for wifi switch... can't be zero ... seems the information highway is stalled by commerce.
Transformers are very reliable with no moving parts, however the WeMo, wifi, zwave and digital timers are not as reliable, and override might be needed both for convenience and testing.
To bypass the contactor the altogether requires 30 amp DPDT switch

What is a contactor?

What is a contactor?
Contactor is a switch. It is rated for high amp loads.
High amp causes heat. Heat will damage regular electrical parts.
Timers and wall switches can be damaged by high amperage.
Each switch and timer has amp rating.
Contactors are rated for more amps than ordinary wall switch or timer.

The electrical circuit lasts longer when a contactor is used because contact points on a contactor are designed to switch high amp loads without melting or being damaged by heat.
The electromagnetic coil can be switched on-off using ordinary wall switch or timer.
When voltage is applied to coil, then contact points close, and heavy amp circuit turns on.
This lets you control heavy amp loads using ordinary wall switch or timer.

Water heater cable does not have Neutral. WeMo requires Neutral. If you connect Neutral to ground, it will work. But in event of nearby lightning strike, or other ground disturbance, the surge of power is directed down the ground wire, and MIGHT enter the WeMo and cause fire. Ground wires offer path of least resistance for surge events because all grounds are wired directly together without passing through devices like switch etc.
Installing VPT230 will reduce magnetic field interference with WeMo
