Proportional relationship between photons and neutrinos

If in the universe there is a proportional relationship between photons and neutrinos, then how has modern life changed the universe?  
Since we now produce an abundance of photons all over the earth’s surface that were not here 200 years ago, then does that mean we are affecting the number of neutrinos elsewhere?
