We have installed above timer according to the directions on the website – http://waterheatertimer.org/How-to-wire-GE-15207-timer.html   (240v). There are two led's, an orange one that illuminates when power is applied to the timer and a green one that illuminates when power is applied to load.  The timer has gone through one 24 hour cycle and the green light has never come on.  The orange one is on all the time even when you turn the timer off and it's too soon to tell if the heater is working appropriately.  I do not know what  "when power is applied to the load means" The directions are obviously written not for the layman. 

The waterheatertimer.org page was written using instructions that came with the timer >>> the key is to properly set the dip switches prior to connecting power >>  I also recommend that you double check your line voltage > a defective 240V circuit breaker can provide 120V so the circuit looks like it has power, but the timer and circuit may not work, and such a condition might damage the timer > GE instructions say that if dip switches are incorrectly matched with voltage, that damage will occur to timer

Before writing the page, I bought the '207' timer at Home Depot along with the other models they carry. However I have not connected the GE timer to my water heater, since I use an Intermatic brand timer.

Before writing the page, I showed the new GE timers to my commercial electric contractor-friend and he felt that the electronics made the GE timer susceptible to failure, but he did like the 120-240 capability and the non-conductive plastic housing.

I recommend that you return the timer, and buy another, and then double check your line voltage and double check your dip switch setting, and then read the instruction manual thoroughly. I also posted the instruction manual on the waterheatertimer.org page
