Preemptive war against aggressive people

Wars of aggression are fought when the less wealthy need opportunity and the powerful manage to glorify a positive result in the mind of the populace. The war is sold as a tool to solve social needs.

This means that making preemptive war against an aggressive people will give them their fill of war. People tire of continual warfare and aggression will lose popularity. Essentially the glory of war is discredited and the social problems that were so in need of repair now seem desirable by comparison.

Therefore the act of attacking aggressive peoples will decrease the likelihood of continuing struggle.

This is true for all arenas of human behavior. It explains not just warfare but also everyday rivalries in politics, medicine, and business.
